Electronic Revenue Collection (ERC) solution consists of the following main modules:

1 Security

Security module helps to manage the groups (set of users), actors (users), roles and privileges on ERC system. Every actor has a role that includes set of privileges on one or more page. The actor types on ERC are:

· Super administrator: the system owner admin has the role of defining global system configuration like all system configuration, government entities\administrator, agents …etc.

· Government administrator: has permission on his Gov. Institution, he can define configurations, organization structure, users, assign agents, define schema definer...etc.

. Government backend user: the user who perform the payment operations and transactions.

Partnership management

Partnership management is the summary of agreements between the entities, every agreement between government institutions and agents related to the fees management must defined in this module, also the agreements between the ERC owner and government institutions, the payment system calculates the payment fees according the definitions of listed criteria:

· Payment channel

· Payment method

· Fee charge party

Then the payment system internally writes the added fees to the payment transaction to be ready for settlement.

3 Services and Packages

This module is used to define services, fees, rules, packages in a fully dynamic way under any service structure for each government entity.

It gives the government entity the ability to identify and manage its services under the Service structure they wish to employ. This module supplies government entity with a dynamic environment to build any different service fees of all fees types; Fixed, formula conditional fees with any number of variables that affect the fees amount.

Penalties, discounts and taxes rules applied for each service can be defined in a dynamic builder. These can be later assigned to service or even to fees of service.

This module provides the ability to define packages, which include set of services defined in different government entities in one package. Accordingly different business rules, discounts rules can be applied to the package level.

4 E-payment Gateway

The Online Internet Portal will allow the service consumer to pay the services fee using different payment methods like:

· credit card

· Scratch cards

· E-wallet

· e-voucher

It also allows the government cashier to accept payments using

· smart cards

· Cheques

Via listed payment channels:


· Kiosk

· Mobile


The payment system calculates the fees per payment transaction or payment method based on predefine payment rules for every government institution and display for the service consumer, he can pay in multi payment method in one payment transaction of different currencies and calculate the local currency according the latest conversion rate and print the receipt through the web based interface. Each payment method has levels of security like security code and virtual token or physical e-token.


Our payment system is highly scalable and open for integration with any payment equipment (POS) and register a payment transaction between government entities. It can also be integrated with Oracle E-business suite or any government finance backend system.

5 Cashier

The importance of Cashier shift management is to order all payment transactions under certain shifts. Online payments will be under 24/7 opening shift.

This module is to manage details of opening a shift, closing a shift and clearing a shift. This enables the supervisor to audit and approve/reject opening and closing a shift by the cashier.

In addition of keeping a history of any shift that was closed with an excess or shortage, it facilitates the ability to clear any abnormally closing to a shift. Shifts can be monitored by supervisors according to their granted privileges responsibilities. Cashiers can do Fund out/in if needed between each other.


· Opening and closing shifts under supervision according to the organization structure.

· Managing multi currencies under each shift as government entity configuration.

· Facilitates tracing payment shift transaction under which shift and cashier with exact time and date.

· Monitor all payment methods output (cash, cheques, e-receipts)

· Fund out/in between cashiers

6 E-Wallet System

E-Wallet grants the government a secured pre collected way of e-payment transactions without any physical cash.

This module provides the ability to define and manage E-wallet accounts as well as grant a high level of accounts security and maintainability.

It provides all types of service consumers (institution and individuals) with the ability to have their own E-wallets accounts as well as easy means of usage, loading, inquiry within secured and safe conditions.

E-wallet can be rechargeable by different methods such as Credit / Debit cards, direct bank account and scratch off cards. Transferring balance from master E-wallet to another is available feature.

All payment transactions by an E-wallet will be logged. Whenever a transaction takes place, money is withdrawn from the account linked to the e-wallet.

7 Card Management

Card management system allows the cards issuer to manage smart card issuing, blocking, and managing their transactions along with the balances.

System provides the following:

·Card Holder Management: Cardholder Information, Issuance and Renewal of the Card information, Updating Cardholder profile, and Membership level upgrade.

·Card Personalization Management: Cardholder Information to be printed and loaded on the card whether for new issuance, renewal, or replacement.

·Card Life-Cycle Management: Cover the whole life cycle of the card starting from issuing the cards, renewal, replacement, blocking, up to the end of life status.

·Account Management: Card Holder Information, Creditor Balance, Debtor Balance, Statement Information, and Statements Generator to be ready for sending by E-Mail or Postal Mail.

·Transaction Management: Statement of all debit and credit transactions for each account.

· Maintenance Module: Maintenance and periodically backup of the whole system.

· Analysis Module: Complete detailed statistical and analysis reports, which related to Sales and Marketing, Point’s flow, activity monitoring and revenue, Promotions… etc.

8 Backend

Backend system allows the government user to change payment reference number and refund part or all payment transaction amounts. This is done within a very strictly controlled environment, and it is up to the government institutions to define the:

· Refund rules

· Refund payment methods

· Refund restrictions

All backend transactions are logged in the database.

9 Inquiries and Reports

A Payment Engine Helpdesk Application is available to Departments and Local Authorities to support the use and management of Payments Services. It will be essential for providing any form of telephony or call centre support to the public or to their customers with regard to the Service to which the payments relate.

Query of transactions details and balance of the following is provided:

· E-wallet

· Smart cards

· scratch off cards

Additionally, a transaction level report is available from the Help Desk for card payments and can be requested for any given time period (by specifying start and end periods for the report).

10 Settlements and Clearance

The revenues collected via ERC system might be shared among several entities (government institutions, agents, companies). The Settlement and clearance module manages the revenue between these entities according to the rules that are defined in the partnership management facility; every transaction that has a shared amount between entities is settled along with the necessary reporting facilities.
